Northrop Grumman is seeking an experienced Principal/Sr. Principal International Trade Compliance Analyst for its location in Rolling Meadows, IL. This position may be staffed as a hybrid role from the Rolling Meadows, IL. area.

What You’ll get to Do:

The International Trade Compliance Analyst will support the Navigation, Targeting & Survivability product portfolio, working to ensure compliance with export laws and internal processes that support foreign policy and protect national security.

The role and responsibilities of the Principal/Sr. Principal International Trade Compliance Analyst include, but are not limited to, the following:

  • Manage comprehensive internal export controls to ensure compliance with U.S. (ITAR and EAR) and foreign regulations in the conduct of international marketing, sales, supply chain, and other business activities.
  • Work to ensure compliance with export laws that enhance foreign policy and protect national security.
  • Establish and implement business processes for submitting to and obtaining from the U.S. government all necessary export and import licenses, permits, certifications, and technology release determinations.
  • Assure that transactions comply with government regulations and internal procedures by conducting gate reviews for technical data, foreign travel, foreign visits, and export and import shipments.
  • Maintain applicable trade compliance records in accordance with regulatory requirements and internal procedures.
  • Participate in training and audit assessment programs to ensure implementation and effectiveness of internal controls.
  • Support law department in investigating and resolving compliance problems, questions, or complaints.
  • Commodity jurisdiction and classification determination; and making determinations regarding applicability of exceptions and exemptions.
  • Develop and deliver presentations, including Export General Awareness training, program/function specific export training, and program/capture export licensing strategy updates to Division leadership.
  • Seek management support and guidance as needed, including collaborating on decisions that have the potential to be high visibility or impact.
  • Position Description:

The successful candidate will have solid work experience in the defense industry with past work experience in the areas of contracting, international trade, and/or legal. The position will be responsible for integrating export/import regulations into business processes; applying for all DDTC and BIS licenses and ensuring legal compliance to maximize business outcomes.

Basic Qualifications for a Principal Int'l Trade Compliance Analyst 3:

  • Bachelor’s degree with a minimum of 6 years experience in export/import licensing and/ or compliance in relevant field (e.g. Trade Compliance, Contracts, Legal, Program Management, etc.), or Master’s degree with a minimum of 4 years relevant experience in export/import licensing and/ or compliance in relevant field (e.g. Trade Compliance, Contracts, Legal, Program Management, etc.). In lieu of a degree we will consider a High school diploma or GED  with a minimum of 10 years experience in export/import licensing and/ or compliance in relevant field (e.g. Trade Compliance, Contracts, Legal, Program Management, etc.), or
  • Working knowledge of the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and other US Government Regulations.
  • Ability to obtain and maintain a US Department of Defense Secret Clearance.

Key Responsibilities

● Responsible for daily procurement and logistics operations including negotiating price and terms, vendor and partner vetting, and vendor relationship management.

● Implement procedures, processes, and training consistent with SoA policies and USG rules and regulations.

● Serve as point person for SoA’s International Traffic in Arms (ITAR) Compliance Program to include standardizing and maintaining the compliance processes, databases, operating procedures, and reporting schedules.

● Serve as the internal subject matter expert licensing and export processes, regulatory requirements (DDTC-ITAR, BIS-EAR, FTR) and related risk management.

● Coordinate with departmental point of contacts to assure needed paperwork (i.e. End-User Statements, DSP-83, etc.) is secured and accurate.

● Troubleshoot vendor issues (i.e. delivery issues, damaged goods, payments, credits, etc.).

● Manage contracts throughout the contract life cycle to include providing notice of cancellations as needed.

● Prepare bid packages and requests for proposals as appropriate under SoA policy.

● Track status of purchase orders from issuance through delivery and acceptance; open purchase orders to be tracked until exhausted or otherwise closed.

● Assist in investigating potential violations of US export regulations and/or company policy.

● Support VP of Administration and Legal Affairs in the areas of General Administration and Office Management.

● Other duties as assigned.

Requirements

● Minimum 5 years national and international logistics operations and compliance experience preferably in the military or government sector.

● Bachelor’s degree required, preferably in business administration, public administration, supply change management, or financial management.

● Skilled in contract negotiation and vendor evaluation.

● Ability to interact effectively with administrative officials, vendors, legal counsel, and staff.

● Proficient with export rules and regulations governing the movement and licensing of items under ITAR/EAR/ and other US export regulations.

● Experience in establishing Standard Operation Procedures for Logistics/Export Compliance programs.

● Experience in working and liaison with Directorate of Defense Trade Control (DDTC) in export compliance issues regarding ITAR-controlled goods.

● Ability to, with minimal supervision, handle multiple projects simultaneously with high volume and complexity, necessitating time management, multitasking, and organizational skills.

● Experience working with Sage Intacct is preferred.

Summary:

As the Manager of International Trade and Compliance at Corporate Headquarters, you serve as a focal point for General Dynamics’ international trade and compliance activities for corporate and the business units, located within our U.S. and international locations, and the U.S. government. Particular focus is placed on the export licensing process to ensure license applications are in compliance with relevant laws, regulations, guidelines and policies and to resolve issues that arise in the review/approval process. This includes close coordination with business unit trade licensing professionals and the U.S. Department of State, U.S. Department of Commerce and U.S. Department of Defense.

Responsibilities:

  • Designated as Empowered Official pursuant to 22 CFR25 of the International Traffic in Arms Regulations (ITAR).
  • Provide clarification and guidance on relevant corporate policies.
  • Oversight of the administration and implementation of the corporate managed export licensing data base, OCR EASE.
  • Evaluate and manage the review and submission of incoming business unit applications for export licenses, agreements, and other authorizations to ensure information is consistent with licensing requirements.
  • Act as a primary liaison between business units and relevant U.S. government agencies regarding submitted applications and resolve issues in the adjudication process.
  • Advise on international trade licensing and compliance to corporate and business unit groups, located at U.S. and international locations.
  • Advise the business units on effective licensing strategies related to commodity jurisdiction/product classification, technology transfers, business development efforts, program execution, and product fielding support.

  • Assist business units to ensure compliant license/agreement execution to include the submission of the necessary reports and records.
